    It all depends on the infrastructure and abilities of the Health Care unit vs. possible situation and demand. The answer to this particular question is essential strategically and it had to be assessed from the day one, monitored and evaluated regularly, and it had to be clear primarily to designated triage officers, but explained and if necessary periodically practically trained by all employees.
