Your goals and your organization's goals may or may not align. There are many things that factor into promotions, and you probably won't ever know all the facts. Focus on what you can control- your own growth.

This is a story about me: My manager told me if I could hit 200% target (on my 3 main KPIs) he'd give me the promotion, the spot was available, and I was hungry. Worked focused and determined to win, closed the quarter at 204% and CERTAIN he'd keep his word. Next meeting we get introduced to someone who'd take that position and I was asked to train her (she was from a different industry) and told that the volume of my contributions was something the company couldn't forfeit. They needed me doing the legwork. For me, it was about principle. I openly said I'd start looking for a new job and that there was nothing they could do to retain me. Ethics are important to me and my resilience was more about overcoming them than sitting tight.
