    Very low chances for the residents to achieve their goals, unless they go for real action - block the roads and buildings of the regulatory bodies, and developers IF this project violates the rights of citizens, OR goes against the real interests of people, and would cause negative impact. Most modern "projects" are merely ways to make money for the government and businesses. The former (not all of them of course) are often corrupt and in essence do not care about the prosperity of the community, city, region, or even country. So if all of this is the case - then this is one of the most efficient solution. "If you cannot be heard in a civil way and if you are hit by conflict then you have the right for the corresponding action" (c)
