    To avoid such a situation, the most common practice used in all the organizations is a MoU , Contract or a DOA. Its crucial to determine and consider interests of all the parties and get them in written before even starting a venture. This provides clarity to all the agencies what their roles and boundaries are. Secondly , I believe in follow up meetings before and after achievement of every milestone and it works with all kind of projects.

    Urban Planning is holistic. Due to this reason it is often subjective. Common sense works rather than formulae and equations and hence there can be difference of opinions and disputes in formulating policies. This is the biggest challenge faced by the urban planning professionals. I would say with the help of technology and setting up objectivity in decisions one can assess/quantify the different situations. We will be able to mediate the disputes with some objective calculations. Environmental Efficiency and Carrying Capacity theories for which we stand for and proxy indicators at local level can be useful and effective in such situations.
